Ottawa man charged with luring offence

OTTAWA – Ottawa police have snared a luring offender, thanks to the help of an observant member of the public.

In early December 2018, a concerned member of the public contacted the Ottawa Police Service to report a male using the handle of “kjoly4” on a mobile application to be involved with the offence of luring a child under the age of-18-years-old.

Ottawa police set up a sting where several communications were exchanged where the man engaged in conversations requesting the child send images of child pornography. Yesterday (Feb. 27), the Internet Child Exploitation Unit (ICE) arrested Kevin Joly, 31-years-old, of Ottawa in the Centretown area of Ottawa.
Joly is charged with one count of luring a child under 18. He is scheduled to appear in court today (Feb. 28).

This is an ongoing investigation and ICE investigators are concerned there may be additional victims. Further charges are expected to be laid.
